A federal judge has temporarily halted President Donald Trump’s plan to restructure the U.S. Agency for International Development (USAID), which included placing approximately 2,700 employees on leave.

District Judge Carl Nichols, a Trump appointee, sided with the largest government workers’ union and a foreign service association, both sued to stop the administration’s efforts to downsize USAID.

The agency, responsible for distributing billions in humanitarian aid globally, was targeted for cuts amid allegations of corruption and fraud.

Legal Battle Over Executive Authority

During court proceedings, Justice Department official Brett Shumate defended the administration’s move, stating that 2,200 USAID employees would be placed on paid leave due to alleged mismanagement.

Trump echoed these claims on Truth Social, accusing the agency of financial misconduct—though no evidence was provided. However, union attorney Karla Gilbride argued the plan was unlawful, citing violations of executive authority and the separation of powers.

In response, Judge Nichols issued an order blocking the administration from enforcing the leave policy, reinstating 500 furloughed employees, and preventing the forced relocation of overseas USAID workers.

The judge’s ruling remains in effect until February 14, with a hearing next week to determine whether the pause will be extended.

While this decision marks a legal setback for Trump’s administration, Judge Nichols did not grant union requests to reopen USAID offices or reinstate funding for grants and contracts.

The agency’s restructuring has been led by Elon Musk, who is spearheading cost-cutting initiatives under Trump’s directive.
