Andy Burnham Orders Review After Police Stunned Man In Front Of Child

Greater Manchester Police (GMP) has ordered police watchdog to establish an investigation into an incident where an officer taser a man in front of his young child. The city’s mayor, Andy Burnham, has also weighed into the matter calling for an urgent review of whether the stun-gun use was justified or not.

A video recorded at the scene of the incident shows the child screaming “daddy” as the man falls face-first to the ground after being tasered at a petrol station. It also shows the man being ordered to put his hands behind his back while he is on the floor as an officer carries the child out of shot.

Police claimed that the 34-year-old Desmond Ziggy Mombeyarara had been charged with different offences, which include driving at excess speed, driving through drink and unnecessary travel. The point of attraction here is that the GMP confirmed a taser was used during his arrest.

However, it said it had been voluntarily referred to the Independence Office for Police Conduct (IOPC). The referral action comes after a review by GMP’s professional standards branch and would “ensure transparency and independence in terms of reviewing the circumstances of the arrest”.

“We are aware of public concern regarding this arrest and I want to reassure the public that this matter is being reviewed and treated seriously,” Superintendent Mark Kenny said.

Meanwhile, Andy Burnham, the mayor of Greater Manchester, said he had demanded that the police offer an explanation of what really transpired after watching the video.

“From what I have been told, it would appear that the officers were right to apprehend the individual,” he said.

“But it is not at all clear that the level of force used in this instance, particularly in front of a child, was proportionate or justified and that is why I have asked for an urgent and independent review to be carried out.”

Mr Mombeyarara, of Cornbrook Park Road, Old Trafford, will appear at Manchester Magistrates’ Court on Friday to face a charge of failing to stop and resisting a constable in doing his job.
